As part of our annual outreach, we are mailing this letter to customers with employees who reside in Massachusetts during the week of October 24, 2016 to remind them about minimum creditable coverage (MCC) requirements under Massachusetts health care reform law.

Independence requires affected customers to submit an attestation form to certify that their coverage meets Massachusetts MCC standards before we can issue medical 1099-HC certificates to eligible members. If customers’ employees or their enrolled dependents lived in Massachusetts at any point in 2016, they will need to complete and submit the form, even if members are no longer enrolled.

About minimum creditable coverage requirements
|
The Commonwealth of Massachusetts requires residents who are 18 or older to have health insurance. They must maintain a minimum level of coverage – referred to as minimum creditable coverage (MCC) – regardless of whether coverage is provided by a fully insured or self-insured customer group. Any Massachusetts resident who does not satisfy MCC requirements will be subject to personal income tax penalties.

2016 attestation process
|
A few days after the letter is mailed, we will send affected customers an attestation form via email. If their coverage meets MCC requirements, they must complete, sign, scan, and email the attestation form to ma1099attestations@ibx.com within 10 business days from receipt of the email.

When we receive their completed form, we will use it to issue and mail members medical 1099-HC certificates by January 31, 2017. It is critical that your customers complete the form accurately and verify their Customer Identification Number and Group Numbers to avoid delays issuing certificates. If we do not receive a completed attestation form, we will be unable to issue certificates to members prior to January 31
