Update on Association Health Plans

We are reaching out to address regulatory questions that continue to surface in the small group market, especially around the implementation of the Association Health Plans Final Rule.

What's going on with Association Health Plans?

New guidance was issued August 2, 2018, from the Pennsylvania Insurance Department (PID), and at Independence Blue Cross we are looking at how this might affect our current 2018 and proposed 2019 product offerings. The Department of Health & Human Services (HHS) has been asked to comment on the guidance by August 15, 2018 — which may impact how we build solutions for the upcoming sales season for small group associations.

Will Independence offer Association Health Plans?

Given the uncertainty around how HHS will respond to the PID guidance, and the time available to include changes in our portfolio, we do not have definitive direction at this point. We are always looking at new ways to respond to the market and to help meet our customers' unique health coverage needs, and we are actively exploring Association Health Plan solutions for small groups that have at least two employees. As soon as we have information to share, we will issue an announcement to explain any next steps.
